Description:
Tenders are invited for Deep Dive for Investment Strategy. Under the Serbia Competitiveness and Jobs II pipeline project; the World Bank provides support to the government of Serbia and its Serbia Development Agency (RAS) with the development of a new strategic framework for investment attraction that is aligned with sustainability and inclusivity considerations. The new green and inclusive FDI strategy for Serbia will set clear priorities for the Government-s future investment attraction and retention efforts by identifying a small number of promising target sectors with a strong value proposition and benefits for economic development outcomes in Serbia. In identifying those sectors; the new strategy will take into account current shifts in global FDI patterns; including increased investments in ‘green- sectors; servicification; re-/nearshoring; etc. and their potential benefits for the country-s economic development. Specific value propositions identifying Serbia-s unique value added as an investment location to investors in those target sectors will be formulated as part of the strategy development process.Against this background; the specific objective of this assignment is to support the development of specific and compelling value propositions for Serbia in a number of pre-identified target sectors. This will include assessing the country-s competitiveness to attract FDI based on the key decision or site selection factors that multinational enterprises (MNEs) use in their site selection decisions; as well as benchmarking Serbia against select comparator countries and locations. The specific outcome of this assignment will be a set of sector competitiveness assessment reports that from the basis for the development of specific value propositions for the targeted sectors; as well as for marketing materials and outreach plans for select target markets and target investor groups.
