The Public Enterprise "Roads of Serbia" has awarded Strabag doo Beograd a contract worth RSD 825,127,946 for the heavy maintenance and upgrading of the State Road IB 14 between APV Border (Kovin) and Ralja, covering a stretch of 13.742 kilometres, which is a major boost to Serbia's infrastructure modernisation programme.
Four bidders participated in the open tender process, and Strabag's offer was the most affordable and technically sound. The project is expected to be finished in a year. The contract was formally signed on September 22, 2025.
Complete Plan for Road Rehabilitation
A significant portion of Serbia's national road network will be extensively upgraded and rehabilitated as part of the awarded project. The scope consists of:
Deteriorated road components are removed and replaced,
strengthening of the pavement layers and substructure,
building and enhancing drainage systems,
Rehabilitation of bridges, culverts, and roadside safety features,
Installation of road signalization and electrical networks, and
Coordination with telecommunication and utility networks for safe relocation.
The works will be executed under live traffic conditions, emphasising traffic safety and minimal disruption throughout the construction period.
Entities Involved
The project is overseen by Public Enterprise "Roads of Serbia", a state-owned organisation in charge of developing and maintaining the country's road network. Following EIB (European Investment Bank) procurement guidelines throughout the contracting process guaranteed transparency and competitiveness.
The successful bidder, Strabag doo Beograd, is a well-known Serbian division of STRABAG SE, an international construction firm with its main office in Austria. Strabag is renowned for its expertise in transportation infrastructure, civil engineering, and public works. In Serbia and the wider Balkan region, it has contributed significantly to several major highway and urban road projects.
Strategic and Economic Importance
In order to improve road safety, shorten travel times, and promote regional economic connectivity between Kovin, Ralja, and the larger Belgrade region, State Road IB 14 rehabilitation is essential.
